Born on October 05, 1994, Mr BALIMA Houssine Pengdwendé holds a degree in computer networks and telecommunications from the École Supérieure des Techniques Avancées (ESTA).
Technical Director of Operations at SYB Technologie and Managing Director of BST SERVICE since September 2019, Mr. BALIMA Houssine Pengdwendé is a seasoned professional, guarantor of IT security and operational management, with solid experience in coordinating innovative ICT projects.
Previously IT Manager and ICT Coordinator at the NGO ACRA, he successfully coordinated innovative projects such as the Jerry School and digital waste management platforms for the Commune de Ouagadougou. In addition, Mr. BALIMA worked with the KMT Group as a Cyber Security Analyst, Web Developer and Customer Support, where he helped set up the Group's cyber security department, administer databases and manage IT resources. In addition to all this, he holds numerous certifications, including Fortinet's Network Security Expert and Cisco's Cyber Security and CCNA certifications.
The number of Internet users in many African countries has grown considerably in recent years, from just 4.4% of the population in 2010 to over 22% in 2020. This growth has been driven by a combination of factors, including the expansion of mobile networks, the liberalization of the telecoms sector and the increasing accessibility of smartphones and other connected devices. However, despite these positive trends, there are still major challenges ahead to ensure that all citizens in these developing countries can fully benefit from the opportunities offered by the Internet. One of the main challenges facing these countries is to develop innovative, low-cost solutions to make the Internet accessible to as many people as possible. The major telephone operators who deploy large infrastructures (cables, satellites, fiber optics) in the centers and main roads of major cities are unable to meet this challenge. The outlying areas of these major cities, and a large majority of the rest of these countries, remain off the Internet, often for economic reasons linked to the cost of installing pillars or fiber optics, and these major operators dare not venture into providing Internet access in these areas (often deemed unprofitable).
The initiative INTERNET FOR ALL, se présente donc comme « une panacée », une initiative locale de solutionnement au problème d’internet développé par des ingénieurs burkinabè. A court terme, le projet permettra à plus de 10 000 ménages de disposer de l’internet haut débit et à moindre coût.
A moyen et long terme, le projet permettra de fournir de l’internet bon marché dans plusieurs pays de la sous-region dont le Ghana, la Cote d’Ivoire, le Benin, la RDC, le Tchad et dans les pays de l’AES avec au moins un (01) million d’abonnés.
The idea for the project came from the realization that in many African nations, connectivity remains a major challenge, mainly due not only to persistent financial constraints, but also to the unavailability of the Internet in certain areas. Indeed, despite the great efforts of the major telecoms operators in terms of infrastructure (cables, satellites, optical fibers), a large proportion of our populations, NGOs, students, traders... remain outside the world of communication, reducing the overall capacity for development and the creation of added value in our countries.
The promoter began developing the idea during his student days, when he noticed a problem of Internet access for students, who had to supplement their lectures with their own research. It wasn't until June 2021 that the INTERNET FOR ALL (IPT) idea was incubated by the KMT group and launched in Burkina in January 2022, under the operational direction of Houssine BALIMA, Telecom network engineer and cybersecurity analyst.
The fundamental reason behind IPT's conception lies in the realization that, although major telecoms infrastructures are deployed in urban centers, Internet access at the average end-customer remains limited. Telephone operators, faced with profitability challenges, have failed to fully extend connectivity. The aim of the project is therefore to remedy this shortcoming by introducing triple-play Internet termination (voice, Internet, TV) even in the most remote parts of the country.
The relevance of the project lies in its ability to democratize access to the Internet, reaching segments of the population such as NGOs, students and businesses that were previously excluded from the communications sphere. This inclusion aims to increase the region's overall capacity for development and the creation of added value.
The underlying motivation is also fuelled by the conviction that widespread connectivity can play a crucial role in improving living conditions and supporting economic and social development initiatives. What's more, the technical solutions required to implement the project have already been mastered, reinforcing the feasibility and effectiveness of achieving IPT's objectives.
